To ensure the requirements are manageable, the government has created a tiered approach based on capacity: 1. Standard Tier (Capacity: 200 – 799) For mid-sized venues, the focus is on preparedness and training. Requirements: Notify the regulator (SIA), create an incident response plan, and ensure staff are trained to act (e.g., locking doors, identifying safe evacuation routes). Physical Measures: There is currently no legal requirement for physical security installations in this tier, though they are highly recommended as best practice. 2. Enhanced Tier (Capacity: 800+) For larger venues and high-capacity events, the requirements are more rigorous due to the higher risk profile. Requirements: In addition to standard tier duties, "Responsible Persons" must ensure that reasonably practicable physical security measures are in place, including CCTV maintenance. Physical Measures: This includes the implementation of monitored CCTV, access control, and high-decibel alert systems to reduce vulnerability and mitigate the risk of harm.
